Lori Van Roo, President
Lori Van Roo, resides in Jarrell, Texas with her husband, two sons, and two dogs. While living in California, Lori and her husband, Rich, adopted their two children from foster care. The brothers were 7 and 9 years old at the time.
The Van Roo’s moved to Texas in August of 2012. Needing to find their own village for support raising their sons who came with a long history of abuse and neglect, Lori reached out for local support and found COAC. She also started her own support group on Facebook to network and connect with other adoptive families in Texas. Now she and a core group of Texas parents who came alongside her, offer and receive support, resources, and advice in times of need.
Now that the Van Roo boys are stable, Lori wants to help more families like hers navigate finding services and support. Lori currently serves her community with various organizations that supports the foster children.
Linda Hughes, Membership Coordinator
Linda and her husband adopted a sibling group of three children more than ten years ago. Linda and her family live in Pflugerville and have been active with COAC for many years. Their three children are 18, 15 and 13 years of age. Linda works as a guidance counselor for Round Rock ISD and facilitates parent support groups each month in the Pflugerville/Round Rock area.
Barbara Rila, Historian
Barbara is a Psychologist with over 30 years' experience working with and raising children. Her inspiration for her life's work came from her parents, who fostered 50 children during her childhood. Dr. Rila has participated in state initiatives to improve the lives of Texas' children who have been affected by abuse, neglect, trauma, and mental health issues.
Irene Clements, Legislative Representative
Irene and her husband, Billy, fostered for 27 years and adopted 4 children. They are now the proud grandparents to 19 children and great grandparents to 3 children. Irene currently serves as the Executive Director of the National Foster Parent Association and the Content Expert for the Texas Foster Family Association. She also serves on numerous other boards and collaborations that are all seeking advocacy for children and families in the foster care and child protection system.
